After the teachers in the spring, students on all four campuses have had access to them since August 14, 2026. Prior training is mandatory, and the choice of allowing the tool remains with each teacher.
The agreement signed between the University of Colorado system and OpenAI runs for three years and covers the four campuses as well as central services, i.e. up to 100,000 eligible users: full-time and part-time students, teachers and staff. Access is exclusively via the email address issued by the university. Initially open to teachers and staff in the spring of 2026, it was extended to students on August 14.
The data component is explicit: conversations conducted in ChatGPT Edu are not used to train OpenAI's models, they are private by default and are not monitored by the IT department, and a deletion requested by the user is reflected in OpenAI within thirty days. One reservation remains, specific to the status of public institution: documents related to professional activity can fall under the Colorado law on access to administrative documents.
The bill amounts to two million dollars in licenses per year, financed in the first year by the system's central services. A short training course is mandatory before access is opened, supplemented by OpenAI autonomous resources and courses via Coursera. Finally, the university specifies that whether or not to authorize the use of AI in a course or research work remains a decision of each teacher, department or program.
