AI Act: the first harmonised standard, EN 18286 on quality management, enters the EU Official Journal

By quoting EN 18286 in the Official Journal, Brussels offers high-risk AI suppliers a first recognised means of proving compliance with Article 17 of the Regulation.

The European Commission published in the Official Journal of the EU on 14 October Implementing Decision (EU) 2026/2274, which refers to EN 18286:2026 "Artificial Intelligence – Quality Management System for Regulatory Purposes of the AI Act". Developed by the European standardisation bodies CEN and CENELEC at the request of the Commission, it is the first ever harmonised standard linked to the EU AI Act to take this step.

A presumption of conformity

The standard describes how providers of high-risk AI systems should organise their quality management system, as required by Article 17 of the regulation: quality policy, lifecycle management, documentation and post-market monitoring. Since its citation in the Official Journal, a supplier that applies it is presumed to comply with the requirements it covers, and only those.

Its application remains voluntary: a supplier can demonstrate its compliance by other means. The publication comes at a time when the timetable for the regulation has been loosened: the rules applicable to high-risk systems listed in Annex III will only enter into force on 2 December 2027. Standardisation work continues on the other requirements of the text.
