Coordinated by Germany, IPCEI-AI covers the entire technology stack. Eleven countries have started to pre-notify their state aid to the Commission.
On 16 September, the European Commission welcomed the notification by nineteen Member States of an "important project of common European interest" dedicated to artificial intelligence. The IPCEI scheme is a framework derogating from the state aid regime: it allows several countries to jointly finance a sector deemed strategic. Eleven projects of this type have been carried out since 2018, notably on electric batteries, hydrogen and cloud capacities.
Coordinated by Germany, IPCEI-AI is not limited to one layer of the value chain: it covers the entire stack, from computational and AI management technologies to the industrial products and services that rely on them, with the usual requirement to go beyond the state of the art of the sector. The stated objective combines technological advancement and digital sovereignty, from research to adoption.
The next phase is administrative: eleven of the participating States have announced that they will start pre-notifying the Commission in September of public aid intended for direct participants, a necessary step before any payment is made.
