A letter of intent signed on September 9 creates a Korea-Africa Hub for artificial intelligence, with a training institute in Tanzania and cloud vouchers for African start-ups.
On 9 September, the Republic of Korea and the African Development Bank Group signed a letter of intent in Seoul to create a Korea-Africa Hub dedicated to artificial intelligence. Its stated mission: to support the responsible development, adoption and financing of these technologies on the African continent, a ground where access to computing capabilities remains the main bottleneck.
The signing took place on the margins of the 8th Ministerial Conference on Korea-Africa Economic Cooperation (KOAFEC), held in Seoul from 8 to 11 September under a title that places AI and digital infrastructure at the heart of the partnership. Two concrete devices emerge: an advanced technology training institute based in Tanzania, designed to train specialists in artificial intelligence, robotics and data analysis, and a program called "K-AI Cloud Voucher" that should open up access to cloud infrastructure for African start-ups.
The conference concluded with the adoption of a joint declaration and action plan covering the years 2027 and 2028, based on artificial intelligence, digital infrastructure and human capital development.
